Refinery maintenance causes gasoline prices ti rise. I guess there was never any refinery maintenance in the 1950s-1973 and in the late 1980s to the early 2000s. In those times gasoline prices were constant whether refineries were in full operation or whether some had refinery maintenance. This is just another excuse to get the American consumer to bend over once again.

Global demand, refinery maintenance cause gasoline prices to rise in Oklahoma? It's the same all over the US, high fuel prices. When the refineries are down for maintenance or an upgrade, they are still producing fuel. There should be No shortage of fuel at the pump! Summer demand, Winter demand – No Difference in supply, still the same high prices! Big Oil and Big Gas sells fuel and natural gas on the world market for higher prices. The US ‘oil and natural gas resources’ belong to the citizens of this country and are to be used by those same citizens! The price at the pump needs to go down to $2/gallon - *$3, *$3.50/gallon or *$4.00 is Not the new low! More Refineries are Not the answer, Stop exporting fuel is! Take care of the domestic fuel market first and above all else! Drive vehicles with high MPG, are very safe, reliable, have a ‘reasonable’ cost and a good ‘value’ for the money. The price of fuel at the pump is too high!

There is no doubt refinery maintenance is being used to influence fuel prices.
I have seen it in the diesel refineries as well.

It takes about two months to convert a facility to produce and then refine enough product to send out to the distributors. By then the remaining winter grade product will have sold out. This year demand is down and there should be enough leftover supply to carry into summer. By then summer-grade supplies will be filling the tanks and pumps. Trying to predict the exact changeover date is harder than predicting the hole card of a blackjack dealer...

"Speculators" do not control the value of oil contracts. Prices are set on the market floor by traders working the buying/selling of orders placed by refiners as the need arises.

It has nothing to do with low supplies or US demand. That's just an excuse for the speculators etc to push the prices higher. Why should they sell Petroleum products from the US to the US when the Gov. allows the speculators to buy futures with a fraction of the value as down Payment. Then the US gov. Allows Export of the products to another country, at a higher price than they can sell them in the USA. The USA has been a net exporter of oil & diesel for the past year. Now they also want to be allowed to export Nat. Gas so they can charge more for it also.
