According to the article we exported 411,000 barrels per day of gasoline. That's almost half of what we import. A gasoline export tariff would keep more of that gasoline here.

Even with refinery shutdowns on the East Coast, the utilization rate of 84.1% listed is a manipulation of numbers since the true utilization rate would be in the 55 to 58% range if all refineries were counted.
agree with post from tutaw: "we need to update and build more refineries"
and utilize them to lower prices at the pump.

Refinery capacity is the choke point when it comes to gas prices. Having available oil is one thing. Being able to refine it into gas is another. We haven't built a new refinery in this country since the early 1970s, and several that we did have, have now closed.
We need new refineries. Trouble is, no one wants to spend a decade fighting environmental lobbies in court and the EPA in regulations to build one.

When you actually read the full blog entry, you see that it would help to be able to get more mid-west and Canadian oil to refineries on the east and west coasts instead of to ports on the Gulf Coast.

Crude oil inventories decreased, Gasoline inventories decreased, Distillate inventories decreased, Refinery utilization rose 1%, Total US oil stocks are up. Pump prices have been dropping but need to drop faster. Prices went up over night and have yet to decline that same amount or more. Fuel demand down and prices at the pump are high. There is plenty of crude oil and enough refineries to process it. The East and West coasts continue to have low refinery percentage production, the East Coast lower percentages. Big Oil refines less fuel to keep the price of fuel at the pump high! Big Oil continues to sell fuel and natural gas on the world market for higher prices, there will be NO price reduction for the cost of fuel or natural gas IN the US. 'Coming out of the closet' Barry will support natural gas and oil production for sale on the world market to pay for his ‘spending gone wild’ addiction and receive the huge federal tax income from oil. Barry's economy is not improving but continues to hurt the population. The US ‘oil and natural gas resources’ belong to the citizens of this country and are to be used by those same citizens! Speculators, manipulators and the banks continue to unfairly and unjustly make the driving public pay higher prices at the pump for their benefit. Whatever the size or shape of the vehicle, Produce and ‘Drive’ vehicles with high MPG, are very safe and reliable, have a ‘reasonable’ cost and a good ‘value’ for the money. Consider using other forms of less expensive transportation to lower your cost, if possible. The price of fuel at the pump is too high! 12/22/2012!
