"The fee will certainly be passed on to the consumer. But if it makes things safer, it might be worth it." This is a paradoxical answer as it's both Yes and NO! The pipeline is better and safer and less expensive, but that's not what they're going to do, to make it less expensive. They can make it a bit safer with rail than they have it, but we're going to pay more for oil, the by-products, gas, diesel, NG, ethanol, heating oil, clothing, food, etc. Just factor in another 10% or more because eventually, they're going to get gas back up to not only $3 but $4, $5 and $6 a gallon and bread will be $5 or more per loaf and eggs the same price or more per dozen just for an example, but your wages won't be up by much if any. Some people still haven't had a raise in the last two to 11 years, just like the people where I work at didn't have one until now, and they went four to 11 years without a raise.
