Anyone else getting horrible mileage on their '07-'08 Fusion AWD?

I am getting about 16.2 MPG with 80% highway, 20% city driving, CC used on the highway and always less than 10 MPH above the speed limit.

Even the readjusted '08 EPA numbers are 17 and 24.

I suspect 21-22 mpg would be about right for a Fusion w/AWD.

Your first 5,000 miles will include poor MPG on a new car. The engine needs to "break in" first. On a brand new engine the seal between the piston rings and the cylinder walls isn't tight yet so the compression won't be as good as it should be until the engine gets properly broken in first. It is possible for the engine to never get broken in properly if the owner does the wrong thing when the car is new.

Follow what is written in the owners manual for engine break in. Do not use synthetic motor oil for the first 15,000 miles or so. Do not use cruise control for the first 5,000 miles. Vary engine speed for the first 5,000 miles. Allow the engine to warm up properly during cold start ups for the first 5,000 miles. Do not over revv the engine for the first 5,000 miles.
